Horseshoe Online Casino Review: Caesars Rewards on a Quieter, Cheaper-to-Learn Lobby

Horseshoe is Caesars Digital's second online casino brand, live in four US states. We compare it with Caesars Palace Online on games, rewards credit, payouts and support, and say who needs both accounts.

Our verdict

Horseshoe is a solid licensed casino with 2,000+ games, 75+ progressive jackpot slots, instant PayPal payouts as reported, and Caesars Rewards credit on every bet. What it does not offer is a clear reason to hold it next to Caesars Palace Online: the rewards scheme is shared and we found no lobby difference worth a second account. Live tables are limited and support starts with a bot.

What works

  • 2,000+ games, including 75+ progressive jackpot slots across eight networks
  • Every bet earns Caesars Rewards credits usable at Caesars properties
  • PayPal withdrawals reported as instant, with withdrawals from $1
  • Holds state licences in Michigan, New Jersey, Pennsylvania and West Virginia
  • Exclusive Caesars slots and some live blackjack and roulette tables

What does not

  • Only about 35 live dealer tables, light for a large operator
  • Live chat starts with an AI bot before a person joins
  • Rewards earn rate is slow: one credit per $5 on slots, $25 on tables
  • Gambling.com flags an outdated website design

Caesars Entertainment already has an online casino with its name on it. So why does Horseshoe exist? The cheerful answer is brand reach. The practical answer, for a player deciding where to deposit $10, is that Horseshoe is the cheaper-to-learn sibling: same parent, same rewards scheme, a lobby that does not try to be glamorous.

Before the detail, a limit on what we know. This desk is outside the US and cannot register at a US real-money site, so we did not deposit, play or withdraw. What follows comes from Horseshoe's public pages, its App Store listing and published reviews, with each figure sourced. Where we could not find a difference between Horseshoe and Caesars Palace Online, we say that instead of guessing.

Real-money play is for adults 21 or older, physically inside a state where Horseshoe is licensed. Problem gambling help: 1-800-GAMBLER. Nothing here is financial advice.

Where it is licensed

Gambling.com lists four state approvals: the Michigan Gaming Control Board, New Jersey (NJIGP 19-005), the Pennsylvania Gaming Control Board (#1368) and the West Virginia Lottery. The brand arrived in New Jersey in late 2024, according to SBC Americas, after earlier launches elsewhere. Outside those states, the site simply will not let you in.

The lobby

Gambling.com counts more than 2,000 games and 75+ progressive jackpot slots on eight networks, among them Jackpot Royale, Mega Jackpots and Thunder Cash. It also credits Horseshoe with titles exclusive to Caesars, such as 3 Coin Cowboy.

Horseshoe's games page, 'Available on Horseshoe Online Casino', with titles including 15 Coins Grand Gold Edition and Cash Strike Hotstepper High Limit.

The live side is where the brand loses ground. About 35 Evolution tables is respectable for a mid-size operator and light for one of the biggest names in gambling. If you play live blackjack for hours, check Golden Nugget Online Casino before settling.

Caesars Rewards: the reason to be here

Every Horseshoe player becomes a Caesars Rewards member. Per Gambling.com, you earn one Reward Credit for every $5 wagered on slots and every $25 wagered on table games, including live blackjack, and the credits are usable at more than 50 Caesars properties.

Do the sum. Wager $500 on slots and you collect 100 credits. Whether 100 credits buy anything depends on the Caesars Rewards redemption table, so we did not put a dollar value on it here. Our companion Caesars Rewards review goes through what the tiers cost in play, and the same earn rate applies at Caesars Palace Online.

That shared scheme is the difference that is not a difference. Horseshoe does not earn you extra credits on its own. If you hold both accounts, you gain a second set of promotions and little else.

Welcome offers, payouts and the app

Offers shift by state and week. Gambling.com's current Horseshoe offer is up to 1,000 bonus spins issued in daily batches, with spin winnings typically paid as cash and no wagering, while other outlets describe different welcome deals by state. So read the page for your own state before you deposit.

Deposits start at $10, and withdrawals can be as small as $1. PayPal payouts are reported as instant, a claim we could not time. Identity is checked at sign-up using your Social Security number, and you cannot withdraw until verification clears.

The app earns 4.4 from over 4,500 App Store reviews and 3.5 from over 2,000 on Google Play, per the same review, which found it quick in use. The website was judged outdated in design.

Support

Live chat runs around the clock, but you meet an AI assistant first and a human second. Gambling.com found that annoying in an urgent case. A phone line and an FAQ section are also available. Responsible-play tools include deposit limits and timeouts, and you should set them on day one.

What a second Caesars account really adds

Think about what you would be doing with two logins. Each site has its own promotion calendar, its own deposit-match or spins offer and its own limits, and the two share one rewards ladder. That means a new-player offer is the only clear gain, and it is a one-time gain. After it, a second account costs you the effort of tracking two sets of deposit limits and two sets of terms, which matters if you are trying to keep a lid on spending. If you want to compare a rival with a lower playthrough, look at BetRivers and its 1x terms.

Do you need it?

If you live in Michigan, New Jersey, Pennsylvania or West Virginia and want Caesars Rewards, either Caesars site will do, and we would open only one. Horseshoe makes sense if its current offer beats Caesars Palace's on the day you join. Skip both if live dealer variety is your priority.
